These projects were planned and ready to go when the market turned last fall, and the developers likely had no choice but to move forward with the projects(since they couldn&#039;t sell or refi). Projects in outskirt areas that seemed to work include 2200 Mission (good sized units that were cheap) and the project on Alabama.</description>
