These projects were planned and ready to go when the market turned last fall, and the developers likely had no choice but to move forward with the projects(since they couldn't sell or refi). Projects in outskirt areas that seemed to work include 2200 Mission (good sized units that were cheap) and the project on Alabama. Not likely to be successes IMHO.
